Architecture: Precedent for WebSocket to CM and Local Instances

Some of our API interactions need to happen based on events. We need to establish a precedent for forming a socket connection to the appropriate server, and listening to the appropriate events. For example, when on the clusters page, we could listen for updates to the clusters, instead of polling for updates.
