Align on Learn section guide repos

Basically the discussion started here: https://github.com/HarperFast/create-your-first-application/issues/1

Prior to creating more Learn content , I want to resolve some outstanding concerns with how the corresponding repos for guides should be managed. This decision must be planned and document before any further content is created. I also would like to see existing guides updated based on the decision here.
