Learn section remaining content initialization

When the Learn section was originally planned, a comprehensive outline of guides was also created and aligned with the state of the docs site at that time. This plan has stagnated and now requires updating. Furthermore, the docs reference section was completely overhauled. The purpose of this initiative is to realign the old learn section outline with the new reference content and create guides to align with key aspects of Harper platform.
