Add difficulty option for Epona race/obstacle course

I would like to have a difficulty option for the Epona race and obstacle course in Lon Lon Ranch. I would like a difficulty option to make it easier as a option for accessibility. For Epona race i would like to see if you could slow down Ingo's horse or speed it up, and if there is a time limit to extend it. Also for the obstacle course that Malon offers i would like to see a difficulty option to make time limit changed.
