[Anchor] Bean usage not synced

A packet has already been created to support this ([UpdateBeansCount.cpp](https://github.com/HarbourMasters/Shipwright/blob/develop/soh/soh/Network/Anchor/Packets/UpdateBeansCount.cpp)), it's just not in use yet. There were a few touch points in the code that affected bean ammo and I couldn't come up with a hook around them I was happy with. One idea is a generalized ammo usage hook which also includes beans.
