Wrong skybox at Death Mountain summit when loading save

With the "Remember Save Location" option turned on and a save that loads just outside Death Mountain Crater, it shows the wrong skybox.

It should be overcast because I haven't done the Fire Temple yet. As the video shows, if I leave and come back, the skybox is correct.
