Describe the bug

hc:WindowAttach.IsDragElement="True" does not work when the window is maximized.

Steps to reproduce the bug
  1. Create a <ToolBarTray hc:WindowAttach.IsDragElement="True">
  2. Maximize the window
  3. Try drag ToolBarTray
