[judge] Allow sorting preferred_items by number of views

Description
maybe we should only return a list of the projects that have been viewed the least number of items in `judge.controllers.preferred_items`? review Crowd-BT paper; this may break the "maximize information gain" part of the algorithm
would prevent one project from being viewed way more than other projects
