CBA should raise an error when there are vehicles being used that are not included in operating cost calculation

If a user were to add a new vehicle, such as a new bus, tram or metro variant, the cba script should also be updated to make sure that the operating costs of those vehicles are being taken into account. Currently the script raises no warnings or errors, but the results might have severe errors.

Solution: Raise an error for unhandled vehicles
