添加一个工作流，用于将 HMCL-dev/HMCL-docs 的发行日志更新到 HMCL-dev/HMCL 中
原因 | Reason
当前的发行日志中包含一个指向文档站的超链接及一个产物 hash 表，鉴于 github 在 Assets 中已经提供了产物下载链接及 hash 值，因此本人认为此表继续存在的意义不大 ( CNB 可以考虑保留 )
