Description
Coverage reporting in PRs is a good first step. Tracking and enforcement (e.g. enforce a rule of coverage decreasing by no more than x small % per PR) would be the stretch goal. An option like CodeCov could do all of this, but we may not want to integrate a third party/may not be able to procure anything that (may) incur costs.
