Description
Safe Inputs needs an Public Health Agency signature component at the top of the page rather than a generic "Government of Canada" one.
We have an [existing signature component](https://github.com/PHACDataHub/it33-filtering/blob/main/ui/src/Components/PhacSignature.js) along [with tests](https://github.com/PHACDataHub/it33-filtering/blob/main/ui/src/Components/__tests__/PhacSignature.test.js) in the it33 project and it should be copied into the new rspack-ui replacing the existing static assets.
We'd want to add some functionality to that component, but a getting it in here is a great starting point.
