Refocus is unreliable

Both "Refocus if open" and "Hide on lose focus" is enabled. However, if I open guake with a shortcut, Alt-Tab out and then reopen it with the shortcut again it doesn't have focus. Moreover then I Alt-Tab after that guake stays visible until I hide with the shortcut.
