autohide show scrollbars when moving cursor inside the "scrolled" area

When autohide is active, the only way to show the scrollbars is to move the cursor outside, then move back in, or just scroll the content.
Is there a way to have the scrollbars activated, when moving the cursor through the scrolling content(no scroll event, no going outside then back)?

Reproduce the autohide behavior by moving the cursor through the scrolling content without scrolling or leaving the area, then inspect the existing autohide event handling. Done means the scrollbars appear when the cursor moves through already-scrolled content, without requiring a scroll event or leaving and re-entering the area.
