Bug: can not deploy to dev env

according to this execution of github action:https://github.com/Greenstand/treetracker-query-api/actions/runs/13495240613
we should deployed version: 1.75 to dev, but acutally it is 1.70.6, https://dev-k8s.treetracker.org/query/?test
Can not deploy the newest version to dev.
