Extend the BaseRepository to support: getByFilter(..., {offset: x})

Currently, BaseRepository support `getByFilter(filters, {limit:100})`, we need to add: `getByFilter(filters, {limit:100, offset:100})`, by passing in `offset:100` we will select the data and skip 100 records then fetch the data.
