Capture Matching: Allow user to specify minimum interval between capture and potential match

Start by locating the admin capture-matching interface shown in the screenshot and read how the current potential-match results are selected. Determine where a user could specify the minimum age interval and how that value reaches the matching request. Done means the matching view accepts a one-month minimum interval and excludes newer potential matches.
