Bookmark feature during verification

The new Web map design has a "featured" tree capture function which will show "bookmarked" trees. To continuously feed and always display "current" trees the information flow must come from the admin panel.
Use case: An operator of the admin panel marks 1 or 2 tree captures each time she/he verifies trees. With a growing number of operators this should give a sizeable pool of data to keep the web map featured list up to date, fun and exciting.

Ideally an operator can only set 3 bookmarks per day. (additional feature)
