Allow Platform Administrators to reject pending organization applications.
**Scenario**: Platform administrator rejects organization
Given an organization application is pending review
And I am logged in as a Platform Administrator
When I reject the organization
And I enter a rejection reason
Then the organization status should become "Rejected"
And the organization owner should receive a notification
