**Description:**
Allow Platform Administrators to approve pending organization applications.
**Scenario:**
Given an organization application is pending review
And I am logged in as a Platform Administrator
When I open the organization review page
And I approve the organization
Then the organization status should become "Active"
And the organization owner should receive a notification
