Deploy `keycloak` branch to separate env

We need to:

* Deploy the `keycloak` branch to another env rather than dev, for dev, it is: dev-admin.treetracerk.org, so we can pick another domain for keycloak, it is okay to use existing one like: https://beta-admin.treetracker.org/ or create a new domain depending on which one is easier.
* We will give settings for a new api backend as well (keycloak dedicated), but for now, it is okay to use the old api settings
