Filter settings reset when the filter is collapsed

**Issue:**
Current filter settings reset when the filter is collapsed to better see the results. So when a user opens the filter again they can't pick up where they left off, instead they have to re-enter everything.

**Applies to:**
- Verify filter
- Captures filter
- Growers filter

**Desired behavior:**
- The filter settings should remain while collapsed and be visible as unchanged when the filter is opened again so that the user can clearly see what filters got them to the visible results.

- The filter settings should only be reset when the Reset button is clicked or when the user leaves or refreshes the page.
