Create documentation on how cloud providers should contribute their region metadata

The flow we discussed is:

Cloud provider creates a region metadata dataset matching the column definitions defined by this project.
They host it as a CSV somewhere on their web or object storage.
They create an issue here with a URL to their data source.
The RTC project will merge the new data into the published region metadata and estimate later years as needed
