Create a Landing/Marketing Page

The current repo has all the details, but it can be challenging to understand the project's essence from the README alone. I suggest we create a landing page at, say, https://cloud-metadata.greensoftware.foundation/. This page could include marketing material, clearly define the target audience, and explain why the project is valuable. It would provide context and help potential users decide if they want to learn more. I can ask our content lead and web developer to start working on a proposal here.
