Integrate Energy Efficient Machine Learning patterns from academia into AI section

There is an absence of green AI patterns on the general web

**Describe the solution you'd like**
Most patterns in this area reside in the academic literature, around terms like "energy efficient machine learning" or "green ai". There is also a substantial literature on "energy efficient algorithms" particularly in the IoT and networking space, but these are not machine learning/AI specific.

The literature reviews in particular offer a trail of patterns to follow in the references. They also suggest people we might want to invite to contribute to this part of the project.
