Description
## Expected Behavior
The GUI should switch in the responsive mode sooner to replace the 2 lines by the shrinked menu as on this picture
## Current Behavior
The responsive design is not woking until you shrink to a certain resolution.
There is a in between status with 2 lines icon bar which is masquerading part of the GUI
## Steps to Reproduce (for bugs)
1. reduce the size of the browser window (but not that much) just enough to put the menu bar into a 2 line menu
## Your Environment
* Graylog Version: 3.0 alpha 5 (official OVA)
* Browser version: Chrome 71 on WIndows 10
* Screen resolution : Full HD
