Description
## What?
The `Cluster Configuration` (`/system/cluster`) page should support bulk actions (e.g. `Pause message processing`).
## Why?
Sometimes quick action needs to be taken against multiple nodes (e.g. pausing message processing due to a MongoDB- or OpenSearch-related situation), and the current options to accomplish this (manual UI interaction per node or scripting something to hit the API) aren't ideal.
