Filtering on Forwarder state via the warning banner filters on a list of Forwarder names rather than state

For consistency with the way filtering on Input State works, it would be nice if this filtered on the state (connected / not connected) - filtering by forwarder name this way will get unweildy for customers with hundreds of forwarders.
