Inputs page filters do not work properly for "Not Running"

## Expected Behavior

When using the "Not Running" filter on the inputs page, all inputs that are not running on all target nodes should show up.

## Current Behavior

An input that has 0 running instances does not show up. When the user just selects that filter to monitor failed input launches, the error will slip by. Also, inputs in setup mode do not show up.
