Editing of remediation steps in event details form not available since 6.3.5 / 7.0.0-alpha2

Due to the refactoring in #23828 (6.3) / #23559 (7.x) the Remediation steps vanished from the Event Details Form

## Expected Behavior
Editing of remediation steps should be possible without security license as before the refactoring.

## Current Behavior
Remediation Steps input field is missing in the form

## Steps to Reproduce (for bugs)
1. update from <=6.3.4 to 6.3.5 / 7.x

## Context
We are using remediation steps for documentation purposes for quite some time.
Based on #19864 and #19354, the removal of this feature doesn't seem to be intentional.

* Graylog Version: 6.3.6
