Data Adapters, Cache and Lookup table UI missing navigation bars in V7 RC2

When creating a new cache, data adapter or lookup table "new" the entire screen is populated for thev interaction, the entire nav menu is not available.

## Expected Behavior
Other new created entities in may other sections of Graylog config do not do this the nav bar is till available.

## Current Behavior
This is new behavior in RC2
## Possible Solution
Allow the window to load within a frame showing the navigation bar.

## Steps to Reproduce (for bugs)
1. create a new cache
2. create a new lookup table
3. create a new data adapter
4. the look is all the same.

## Context
Broken or new context menu.
