Allow inline rule creation from pipeline rule stage

## What?
When editing or creating a new pipeline rule, it would be helpful to create a pipeline rule right there inline:

A create button should be next to delete and edit. After creating the pipeline rule, you will be redirected to the pipeline edit page with the created rule.

## Why?
When you go to a pipeline to edit and do not yet have the rule, it is just an unnecessary step and context switch to go to another page. Since this is a reoccurring pattern, we should help the user here.
