Create button on user creation form does nothing

Description
There are 2 `Create user` buttons on the create user form: bottom and top of page.
The button at the bottom of the form works fine. The top button is enabled and clickable, but nothing happens.
## Expected Behavior
Any button that is clickable should have a purpose.
## Possible Solution
Remove or gray out the button; or make it behave the same way as the bottom button.
