Regression: Wrong UI is shown after adding notification to event definition

Description
After selecting a notification from the dropdown within the event definition wizard, the UI is wrong and confusing.
## Expected Behavior
After adding a notification within the event definition wizard, I expect to see buttons `Done` and `Cancel`. This is the behavior in 5.2.
## Current Behavior
Instead of `Done`, the button is labeled `Add Notification`. It will still perform the `Done` action when clicked.
## Context
Users are confused and click `Next`, losing the notification they had selected (but failed to confirm).
