Order of Cancel and Confirm buttons are not consistent

The order of buttons **-Cancel-** **-Confirm-** are sometimes **-Confirm-** **-Cancel-** depending on which page you are on. The pages listed below are **-Confirm-** **-Cancel-** which should be switched if **-Cancel-** **-Confirm-** is the correct order.

## Current Behavior
System -> Users and Teams -> Create user

Alerts -> Notifications -> Create notification

System-> Lookup Tables -> Data Adapters -> Create data adapter -> Select Data Adapter Type from Dropdown

System -> Lookup Tables -> Caches -> Create cache

System -> Lookup Tables -> Create lookup table

System -> Indices (Create and Edit)
System -> Indices -> Field Type Profiles (Create and Edit)
System -> Pipelines / Rules / Simulator

Search -> Save
