Add Failed License install into telemetry

Currently successful license install is sent in telemetry data. If for some reason a license fails, we don't have this knowledge.

Upon someone getting a bad license file (improper format), or trying to install an expired license, it would be good to know when this happens.

## Why?
Data to understand failed license installs due to bad file, expired license, or other conditions of a license not being installed.
