Have the ability to select streams in Dashboard Search bar global overrides

## What?
When viewing a dashboard, I'd like to be able to quickly filter by the stream I'm viewing the dashboard against.

On the Search page, there's a dropdown that says "Select streams the search should include. Searches in all streams if empty". Besides this dropdown, the panel is identical to what's shown on the dashboard. I would like the same functionality available on both pages.

## Why?
Updating each widget's search query is tedious and time consuming, and I have my different environments organized into different streams. If I could use one dashboard to quickly switch between which environment I'm viewing, it would dramatically decrease the overhead of maintaining 10 identical dashboards.

The functionality is already present on the search page, so I'm hoping its a relatively easy to make available from a dashboard
