[TW-171] new rc-setting; report-description=on

Report have descriptions that are almost never used. This feature is for a new .taskrc setting;

report-description=on

that forces the report description to be displayed as the first line of any report.
This setting is a good default for new users and is easy to change or over-ride at the cli.
It also presumes a new rc color-setting;

color.report-description=yellow on blue

(maybe not those colors..)
