Allow overwriting skaffold.env

We want the ability to switch between different sets of Environment Variables for cases where you might want to deploy debug containers on production.
So this needs to be a configuration orthogonal to profiles (which we handle to differentiate Kubernetes Clusters).

If this is acceptable we would like to also implement it.
