Add ability to create Skaffold binaries from a PR for testing

Minikube has a nice feature that PRs marked with an `ok-to-test` label triggers a build and publishes the results of the PR to `gs://minikube-builds/<>`. We should have an equivalent to enable using Cloud Code's integration tests against a PR to ensure we haven't broken any workflows. These build results should be published to a new bucket.
