Description
Docker is in the following state in the system (Mac OS Catalina):
Running `skaffold build` on any simple project results in a hanging process (minutes) - I was not able to see any response from Skaffold. It also doesn't feel logical to fail build when Docker itself is running but Docker cluster is not.
