Description
Support for separate migration project id and spanner project id was added in this [PR](https://github.com/GoogleCloudPlatform/spanner-migration-tool/pull/802)
Document permissions required to run migration with different migration project and spanner project.
- Permissions for Dataflow job in migration project to access spanner in a different project
- Permissions to access Spanner metrics in migration project.
