Description
This is an extension of #298
**Site to Site Data Transfer**
- Ideally use the NCC (Network Connectivity Center) - to pass BGP routing between customer sites across the GCP backbone

**Purpose:**
- Primary: prototype a dedicated interconnection between the east/west coast of CA via the nearest POPs on both ends.
- Secondary: prototype the same connection between a POP on the other side of the world
- Maximize: sustained 10gpbs throughput from clients on both sides of the interconnect
- Minimize: latency/hops between both sides of the interconnects
- Document: all operations from the LOA to deployment
- Minimize: setup/teardown time of the interconnect
