Description
**Describe the bug**
The release please action has recently been [updated](https://github.com/google-github-actions/release-please-action/releases/tag/v4.0.0) to `v4` from the current used `v3`.
This introduces some breaking [changes](https://github.com/google-github-actions/release-please-action/releases/tag/v4.0.0) that we will need to incorporate before updating.
I would propose we track this for now and target an update once the new `v4` release chain has gone through a few revisions ie `v4.1` or `v4.2`.
