Add CICD Examples for Cloud Build, Github Actions

**Is your feature request related to a problem? Please describe.**
Some users would like to be able to use their own CI/CD tooling and we should provide some example templates for some common systems such as Cloud Build and Github Actions in addition to the Azure DevOps templates shared by SSC.

**Describe the solution you'd like**
Add documentation and example files for building CICD pipelines.

**Describe alternatives you've considered**
Refering to provider documentation and building from scratch.

**Additional context**
Have been getting asked more questions about example CI templates for various CICD platforms.
