LZ V2 bootstrap sh automation for create/delete of KCC cluster and LZ packages deploy/undeploy

Adjust in place the following script in the gcp-tools repo

Reference the older deployment.sh script with vars.sh to fully automate the KCC cluster creation, dual (bootstrap, kcc projects) creation, LZ V2 deployment. With both create/delete options for use by devs and the CI/CD system.
