Test needed for Latin characters in Hive, MySQL and MS SQL databases.

Hi,

Create a table [dvt_latin](https://github.com/GoogleCloudPlatform/professional-services-data-validator/blob/781490658875f6dab128f11c1a1af325561788fc/tests/resources/bigquery_test_tables.sql#L159) with ISO-8859-1 encoding and Row Validate this table against BQ.

This should be fairly straightforward and requires adding one table and test to each of these databases.

If the comparisons fail, then we have to fix the issues.
