Research direction

Start by reproducing the OSConfig troubleshoot connection check on an instance using Cloud NAT, with and without Private Google Access, and compare the reported result with the configured network path. Review the connection-check logic and its network prerequisites; done means the check correctly handles Cloud NAT or clearly reports the required configuration.
