Automate upload for GAE's default service container

The current default service needs to have a docker image containing the code to be uploaded to the artifact registry manually before the `apply-persistent` (see G3 docs) command can be run.

We would ideally want the Artifact repository setup and the upload of the docker image to the repository be automated as part of `apply-persistent` command that sets up persistent resources for e2e testing package.
