Add support for custom user agent header

For reporting purposes, Google Cloud Partners need to supply a custom value in the user agent header. This is usually trivial in an SDK but partners that wish to use gsutil have to fork and keep their own version of gsutil updated to track their products that use gsutil.

This could be made much easier by allowing a custom user agent addition.
